Scheme to Promote Registration of Employers/ Employees (SPREE)
Employees State Insurance Corporation vide letter No. P-11/12/Agenda/06/2016-RevenueII, Dated: 01.07.2025 introduced one time scheme to promote registration of employers and employees under ESIC.
Under the provisions of the Act, the employers are required to register the Factory/Establishments under the ESI Act within 15 days from the date of crossing threshold limit for registration of establishment. However, due to lack of awareness or other reason employers generally avoid registration under ESIC. So, in order to create awareness and encourage employers to register under ESIC Act, government has launched amnesty scheme. Here are the details of the scheme:
1. What is SPREE 2025?
SPREE 2025 is a special one-time scheme by the Employees’ State Insurance Corporation (ESIC) that runs from 1st July to 31st December 2025. It gives employers a chance to register their businesses and employees under the ESI Act without any penalties or demands for past dues. This is ESIC amnesty scheme for registration.
2. What is the duration of the SPREE 2025 scheme?
SPREE 2025 will be operational from 1st July to 31st December 2025.
This is a one-time window for employers to register their establishment and employees under the ESI Act without facing any penalties or past dues. After this period, the usual rules and inspections will apply.
3. Who can benefit from SPREE 2025?
Employers who:
-
- Have 10 or more employees.
- Operate in areas where the ESI Act is already implemented.
- Have not yet registered their factory or establishment under the ESI Act, even though they are eligible.
- Have not registered all eligible employees, including temporary, casual, or contractual workers.
4. Why should employers register now?
Because SPREE 2025 offers:
-
- No inspections will be conducted for the period prior to the date of coverage
- No contributions of previous period will be demanded.
- Registration will be considered valid from the date declared by the employer
- A simple, voluntary, and hassle-free process
The scheme encourages voluntary compliance by removing the fear of retrospective penalties and easing the registration process.
5. What do employees gain from this?
Once registered, employees (called Insured Persons) get full ESI benefits, such as:
-
- Free medical care for themselves and their families
- Cash support during sickness, maternity, injury, or in case of death due to work
- Long-term social security under the ESI Act, 1948
The benefits under the ESIC act will be given post registration and no back dated benefits will be provided.
6. When does the coverage start?
Coverage for both employers and employees starts from the date of registration under SPREE 2025.There will be no claims for past dues, and benefits apply only going forward, not retrospectively.
7. Will there be any penalties or inspections?
No. Under SPREE 2025:
-
- No inspections will be done for the time before registration
- No contributions for the past will be asked
- It’s a clean slate and a voluntary opportunity
8. How does SPREE 2025 help the country?
SPREE 2025 is a step toward:
-
- Universal social security coverage for workers
- Including all types of employees — permanent, temporary, and casual
- Making it easier for businesses to comply with the law without fear or penalties
9. How can an employer register under SPREE 2025?
Employers can register through the official ESIC portal during the scheme period (1st July – 31st December 2025). The process is straightforward and online.
Bottom Line:
If you’re an eligible employer who hasn’t registered yet — this is your golden opportunity to do so without penalties and offer valuable benefits to your employees.
