FSSAI Reforms 2026: Easier Registration Rules for Small Food Businesses

The Food Safety and Standards Authority of India (FSSAI) announced important reforms on March 13, 2026. These changes, approved by the Ministry of Health and Family Welfare, aim to reduce paperwork and make compliance simpler for food businesses while maintaining food safety standards. FSSAI has changed the annual turnover threshold limit for food license registrations.
Key Changes
- Perpetual validity — FSSAI registrations and licenses will now be valid for life. No more annual renewals of the license required. This applies to both registrations and licenses. Authorities will focus more on inspections, monitoring, and training instead of processing renewals.
- Higher turnover limits (effective from April 1, 2026) — The threshold for basic registration has increased significantly from ₹12 lakh to ₹1.5 crore per year. This allows many more small businesses like kirana shops, home-based food sellers, small cafes, and startups to operate under simple registration instead of full licensing.
- New license categories — State licenses now apply to businesses with turnover above ₹1.5 crore up to ₹50 crore. Central licenses are required only for turnover above ₹50 crore (or certain multi-state operations).
- Street vendors relief — Street food vendors already registered with Municipal Corporations or Town Vending Committees under the Street Vendors Act, 2014, will be automatically considered FSSAI-registered. This benefits more than 10 lakh vendors by removing duplicate registration requirements.
- Risk-based inspections — A technology-driven system will determine inspection frequency based on food type, compliance history, audit results, and surveillance data. Compliant businesses will face fewer inspections, while higher-risk ones get more attention.
